  Established in 1994, Saint Louis MHB is an independent government taxing authority administering two special property taxes: the Community Mental Health Fund and the Community Children’s Services Fund. Tax dollars are granted to non-profit organizations that provide high quality services that benefit City residents.

Phil Minden

Senior Vice President – Sterling Bank

Forest Park Southeast Neighborhood

Phil has been engaged in community development for over 23 years and has been an MHB Trustee since May of 2005 and is a past Chair. He currently also serves on the Finance, Housing and Nominating Committees. Since 2012, Phil has worked as Senior Vice President with Sterling Bank underwriting and managing a $550M portfolio of multi-family construction and permanent loans, equity bridge loans primarily under the Low-Income Housing Tax Credit Program. He is also currently serving as Board Chair of Northside Community Housing, Inc. Phil represents the Forest Park Southeast Neighborhood.
